米国の病院船の活躍

米国では2020年現在、米国海軍船(USNS: United States Naval Ship)の中の、マーシー(Mercy:T-AH19)とコンフォート (Comfort:T-AH20)という二隻の病院船が米海軍の指令のもとで運用されています。この巨大な二隻の船には地上にある病院よりは規模は小さいながらも同様の設備が整っており、その名の通り運航を続けながら患者を治療できる動く病院であります。設備だけではなく、常に様々な科のスペシャリストも米軍関係者と共に乗船しており、負傷者の治療は勿論ですが、必要に応じて手術を行う事も可能とされています。

最近の当初の活動といえば、新型コロナウイルス感染症 (COVID-19)に感染した患者が増え続けていた医療崩壊寸前のロスアンゼルスやニューヨークへ向かい、地上の病院をサポートする為、COVID-19ウイルスに感染していない通常患者への健康診断や治療を病院船内で行うというものでした。

 

現在、最中注目されており、必要に応じてどこへでも向かう病院船について、米国国立公文書館にある、オンライン上の歴史資料を通じてまずは船内をのぞいてみたいと思います。

 

船内には、手術室を始め、無菌室、レントゲン室、耳鼻咽喉科、歯科に研究室とまさに地上にある大学病院規模の病院と同じ構造となっています。写真は1900年代初期の病院船内になります。1900年代初期でここまで船内が充実していたのかと思うと、100年以上経った今はテクノロジーの変化もあり、様々な治療をより早く安全に受ける事ができるでしょう。

病院船に関して詳細を調べるのは私にとっては今回が初めての為、一般的な用途は戦争等で傷を負った負傷兵や大災害の時に負傷を負った人々への救急的な治療のみなのかと思っていました。しかしながら、耳鼻科、歯科、研究室等も入っているとなると本来の病院とほぼ変わらないのだと驚くばかりです。

 

各国で保有・運用している病院船の多くは1949年に締結されたジュネーブ条約に適応する形で動いています。米国の病院船もこの条約の下で米海軍が運用していますが、今現在ではこの条約が現代に見合ったものとしていくつか改正されており、応用された形で加入国の災害時にも救済を行う事で病院船を運行させているとの事です。

この条約とは別に環太平洋パートナーシップ協定(TPP: Trans-Pacific Partnership Agreement)というものがあります。以下の写真は、病院船が環太平洋パートナーシップの同盟国であるインドネシアで地域の人々へ医療を施したり、勉強を教えたり、土木工事の援助を行っている様子です。しかしながら、2017年に米国はこのパートナーシップからの離脱表明をしていますので、これらの写真はそれよりも前の2006年のものとなります。発展途上国の地域の人々へ、災害の有無に関わらず無料で医療を施したり、地域の開発への手助けを担うというのも米国病院船の役割の1つでありました。

マーシー(Mercy:T-AH19)とコンフォート (Comfort:T-AH20)という米海軍の二隻の病院船は、今現在運航しているものの中でも世界最大級です。このブログ記事を書いている間も世界は新型コロナウイルス感染症 (COVID-19)がパンデミックの最中ですが、世界中でこれらの病院船の動きに注目が集まっており、毎日のように病院船のニュースが流れています。当初は通常患者のみの治療へ向かった病院船でありましたが、今ではロスアンゼルス市やニューヨーク市の医療崩壊に伴い、新型コロナウイルス感染症 (COVID-19)に感染した患者の治療も行っています。(2020年4月8日現在。)また、病院船の中でも治療を施す側である医療関係者への陽性反応が出たりとこのパンデミックは事態が収まる様子が見られない状況です。こうしてブログを書いている間も、病院船内を始め、医療関係者である人々は現場で死と隣り合わせで戦い続けている状況です。医療関係者として働けない以上、私ができる事はこのブログを書きながら病院船の歴史を米国国立公文書館のオンラインサービスで歴史資料を閲覧し、今までの活躍を資料や写真で学びながら『この病院船なら戦える』と信じて願うことです。どうか、この現状が終息する日がきますように、一人でも多くの命を救う事ができますように。

 

母国を始め、世界各国の様々なプロジェクトへ参加してきた二隻の病院船、今回の活躍も病院船の歴史として記録されていき、数十年経過しても、このパンデミックを知らない世代へのツールとして米国国立公文書館のオンラインサービスが利用され続けていくことでしょう。また今回の事で注目される、ずっと以前から米国の病院船は運航し続け、今も世界中で医療においての重要な役割を果たしていることを知る事ができました。(MJ)
